The choice of Electoral System is one of the most important institutional decisions for any democracy. The choice of a particular electoral system has a profound effect on the future political life of the country concerned, and electoral systems, once chosen, often remain fairly constant as political interests solidify around and respond to the incentives presented by them. However, while conscious design has become far more prevalent recently, traditionally it has been rare for electoral systems to be consciously and deliberately selected.

Nurses are well aware that today’s health care system is in trouble and in need of change. The experiences of many nurses practicing in the real world of health care are motivating them to take on some form of an advocacy role in order to influence a change in policies, laws, or regulations that govern the larger health care system. This type of advocacy necessitates stepping beyond their own practice setting and into the less familiar world of policy and politics, a world in which many nurses do not feel prepared to operate effectively.

To use our power and influence effectively, we need to develop an awareness of the legislative process and hone our working knowledge of the political arena. Nurses have been somewhat reluctant to do this in the past. We have for the most part just wanted to take care of our patients with no time or interest in the politics of individual institutions and even less interest in the political activities going on around us. Nurses may feel they are ill equipped to delve into legislative activities, but who better to advocate for patients than nurses? We have been patient advocates in our interactions with doctors and administrators, why not with Congress?

For decades, the American Nurses Association (ANA) and its constituent members have provided information to nurses and the public on important state and national legislative agendas. The ANA’s Political Action Committee and similar state groups support candidates who hold views consistent with the ANA’s regulatory and legislative agenda to improve the U.S. healthcare system. And individual nurses can make a difference by contacting members of Congress on key issues through the grassroots network N-STAT (Nurses Strategic Action Team).
