Option #1: Quality Management and Small Cell Infrastructure Design

Go to Module 8 and read the expectations for Option 1, then return here for your Module 3 Milestone effort.

In Module 3, you are asked as a first step, to familiarize yourselfwith the Small Cell Infrastructure Design Guidelines. Note that twocontract firms were instrumental in the development of the guidelines:Clanton & Associates, Inc. and Jacobs Engineering Group. After yourreview of the guidelines, you are asked to provide your input to thefollowing:

• Are the current Small Cell Infrastructure Design Guidelines (SCIDG)ones that promote high quality? If yes, how? If no, why not and whatshould change to promote quality? Support your position with specificreferences to the SCIDG or current scholarly documentation.
• What do you interpret to be meant by “quality” from the perspectiveof the public works personnel, communications companies deploying smallcell infrastructure, the contract companies involved, and the publicboth now and in the future? What support do you have for your positionwith specific references to the SCIDG or current scholarlydocumentation?
• What are the drivers for change, and the barriers to change from theperspective of the public works personnel and the public? Are therecompeting drivers for change that may impact quality from the public’sperspective? Support your position with specific references to the SCIDGor current scholarly documentation.

In Module 3, you are asked as a first step, to familiarize yourselfwith the Government Accounting Office (GAO), Office of PersonnelManagement (OPM) May of 2019, publication of the Federal Retirement: OPMActions Needed to Improve Application Processing Times. After yourreview of the guidelines, you are asked to provide your input to thefollowing:

• Is the current Federal Retirement: OPM Actions Needed to ImproveApplication Processing Times document one that promotes high quality? Ifyes, how? If no, why not and what should change to promote quality?Support your position with specific references to the GAO report orcurrent scholarly documentation.
• What do you interpret to be meant by “quality” from the perspectiveof the GAO OPM, retirees, Congressional leaders, and the public both nowand in the future? What support do you have for your position withspecific references to the GAO report or current scholarlydocumentation?
• What are the drivers for change, and the barriers to change from theperspective of the GAO OPM, retirees, Congressional leaders, and thepublic?
