Overview
Like many government and nonprofit organizations, the Library has been having difficultly filling IT positions in a timely fashion and has faced frequent turnover as IT staff leave for other, often better-paying positions.
In this assignment the Human Resources Director tasks you (the Assistant Director) with analyzing the problem, researching this issue, and creating some recommendations for how CML could improve its efforts to acquire, develop, reward, and retain its IT staff.
Your recommendations are to be written in the form of a brief.
The purpose of a brief is to persuade the reader (in this case, the Human Resources Director) to see things from your point of view. A brief should “sell” your recommendations, solutions, or ideas (in this case, it will be your recommendations). A brief should not be a lengthy research or academic paper, but instead a clear and to-the-point communication. Decision makers are faced with many demands on their time and will quickly dismiss your recommendations if they have to read and search a lengthy document to find the main points, the evidence, and what is being recommended.
A brief typically includes the following items, depending on what you have been asked to provide:
- Recommendations, solutions, or ideas
- Information or evidence you have researched to support your recommendations (do not assume that your audience knows all the facts)
- Graphs, tables, charts, and other supporting information, if requested
- Citations (in the body of the brief) and references (at the end) in APA format (this will vary in your organization, but for the purposes of this assignment they must follow APA guidelines)
- Complete, grammatically correct sentences with accurate spelling and punctuation

- Read the attached memo from the CML HR director.
- Complete the required research and analysis asked for in the memo. Your research is to include:

- Federal Office of Personnel Management Capital Management
- 2-3 additional sources (e.g., professional websites, academic journal articles, etc.)
- Write a brief (see the Overview) to the Director that provides your recommendations based on your research and analysis. Your brief must contain:
- A header with the name (PUAD 710) and section of the course, your name, and a page number.
- A very brief introduction (short paragraph).
- Four sections, each addressing a human resource function (planning, acquisition, development, sanction).
- Each section is to provide two recommendations.
- Each recommendation must address: 1) how well the recommendation aligns with the mission/vision of the organization, 2) what the barriers and/or challenges could be for implementation, 3) that the explanation of ranking, or impact of the recommendation, should include application of HR theories on motivation, 4) on a scale of 1-10, one being least effective and ten being most, what rating you would give each recommendation for its projected effectiveness for hiring and retaining IT staff, and why (support your answer), and 5) key measures to use for evaluating the success of the recommendation.
- A conclusion with a ranking of all eight of your recommendations, in order of importance (1-8), including a brief justification for the rankings with supporting documentation or references to credible sources where appropriate.
- In-text citations and a list of your references following APA guidelines.
- Submit your assignment to Turnitin at least 48 hours prior to the due date. . If your originality report states that more than 24% of your document is not original thought, rework your paper so that it is written in your own words. Make any other revisions necessary based on the originality report (e.g., include citations).
