When estimating the need for any type of program, distinguishing between the incidence and the prevalence of a problem is helpful. Incidence refers to the number of people experiencing a problem during some time period, such as a year; prevalence refers to the number of people who have the problem at a given time (Posavac, 2019). Remember, a need represents something the program and/or researcher is seeking to evaluate or solve. The need/research question lays the groundwork for the entire investigatory process.
